BEST TEMPLATES - AN OVERVIEW

I have noticed that there are several sorts of templates and they are all for WordPress. My concern is: are these themes developed in WordPress or in an exterior editor? like to do some clothing/trend similar affiliate community advertising and marketing to hyperlink the objects I select from department stores/other attire stores ex nordstrom etc.
